Why can't you shop at Ross online?

Probably because Ross itself doesn't exclusively carry its own lines and stock of clothes/anything else. As I once heard someone describe it, they get their clothes from other companies at discount prices because they have small errors or are overstocked. So, while local Ross stores might carry a similar selection, a Ross far away would have different items assuming that they buy the messed-up/overstocked clothing from different people.
