Is it acceptable to vote on a new Scoutmaster in a Boy Scout troop when the current Scoutmaster wants to stay on-board?

No. The troop is part of the program of the chartered organization.

The chartered organization representative is responsible for choosing the Scoutmaster and other unit leaders with the assistance of the troop committee and the unit commissioner.
