What is cement mixed with to make mortar?

Gravel is added with mortar to make concrete.

Cement is mixed with just water and perhaps some fine sand to make mortar. Gravel or rocks, strengthening agents in load bearing concrete, can interfere with mortar in that mortar needs to work something like an adhesive.
