What were the clothing of a shepherd made of during the time of Jesus?

Shepherds herd sheep. Sheep produce wool.

It's possible, of course that they sold the wool and bought clothing of linen, which is made from flax (a kind of grass), but it seems pretty obvious that at least some of their clothing would have been wool.
