How can we stop our neighbors from harassing us even though we have complied with animal control?

It really depends what their complaint is and whether you can realistically do something about it. Definitely finding an answer to a barking dog, cleaning up feces in the backyard and keeping a low profile if you have multiple animals outside can be reasonable things to do. However, there are limits to what neighbors can expect.
