It doesn't mean that they are gay. Simply that the desire for sex overules usual societal norms like the ban between boys for kissing. Is it OK? Probably not. Is it fairly routine? Yes. Boys often engage in homosexual activities when they aren't homosexual. After they attain more maturity, they stop any homosexual activities and stick to heterosexual acticvities. An early adolscent boy is statistically normed to having some relationship with another boy until he matures. It's just part of normal life.
