Does it cost to go on the internet when you get free wifi connection on the Samsung Galaxy s?

If you have the wifi connected, it automatically switches to wifi and turns off the network connection. If it shows the wifi symbol on the top right, you are on wifi. if it shows a "3G" symbol or a "H" symbol in the top right, your connected to the network connection. So no, it doesn't cost anything.
