Why does the inner city have such a high crime rate over the outer city?

The crime rates do vary between cities. In many places the living standards in the inner city falls, as people and businesses move to the city's suburbs. In other places, an apparently high crime rate compared to the area's population in a city center is due to large numbers of people visiting the area daily to work or to visit recreation areas such as nightclubs.
