It depends on the question being asked.

If you are asking is somebody is present when you are unable to see a person (such as in a dark area or over the phone) the following two questions are applicable.

¿Quién está?

¿Hay alguien?

If you are pointing at a map or a specific location and are saying "anyone there" as a shorthand for "does anyone live there" or "is anyone in there normally", the Spanish would be: ¿Hay alguien allá?
