In twilight why is Rosalie and Jasper hale not Cullen?

Because Rosalie and Jasper (when they were at high school) had to pretend to be twins so they adopted Rosalie's human surname Hale to be their name, Rosalie then went on to marry Emmett but since vampires cant age so they never get to leave high school she kept Hale as her name
