Is it illegal for a parent to lie to an airline about a child's age to avoid paying UM fees and fly an 11 year old child unaccompanied on a flight?

They might be in violation of the tarriff regulation but it is doubtful that anyone would be prosecuted over it - most likely just charged the extra fee - after the fact.
