There are concurrent state bills that would guarantee the majority of Electoral College votes, and thus the presidency, to the candidate who receives the most popular votes in the country. Its aim is to replace state winner-take-all laws for awarding electoral votes, without any change to the Constitution.
The plan, called the National Popular Vote Interstate Compact (NPVIC) has been in process since 2001, and has been adopted by 10 states and the District of Columbia. It would not become effective until adopted by states holding a majority of the electoral votes.
