According to supporters of government, the fundamental purpose of government is the maintenance of basic security and public order. The philosopher Thomas Hobbes (1588 --1679) reasoned that people were rational animals and thus saw submission to a government dominated by a sovereign as preferable to anarchy. According to Hobbes, people in a community create and submit to government for the purpose of establishing for themselves safety and public order. Government's earliest roots were from farming communities where different families and people of different origins wanted a rule of law to resolve conflicts and to keep order. From the earliest governments came monarchies, where the very rich and powerful took control (monarchies). Then formed many forms of government. The important point is the government is very important at the local, state, and national level where many thousands or millions of people wish to have their interests protected as their lives.
