Yes. It's clear that some civilizations do a much better job at promoting the life, liberty and happiness of their peoples, and that others are terrible failures in this regard.

There are a number of clear measurements than you might employ to determine this. Per capital Gross Domestic Product might be one; how much do people MAKE? Average lifespan, Infant Mortality Rate, and cost of food would be some others. (In the "cost of food" category, you need to calculate how many minutes the "average" worker would need to work to purchase a meal. Rich societies have good incomes and low food prices; poor societies have low incomes or high unemployment, and high food prices.)

How many Nobel Prizes in the sciences are earned by each civilization? (The Peace Prize is meaningless, given for promises and encouragement rather than for actual performance. Many of the Peace Prize winners are truly AWFUL human beings.)

By these measurements, the Western European, North American, and Japanese societies do very well. South America and the rest of Asia do moderately well, while Africa does badly. Strict repressive theocratic societies are terrible in these measurements.
