Why did government forces tend to side with capitalist owners rather than union workers in industrial conflict?

The government forces sided with the Capitalists back then for the same reason they do now. The business interests pay off the corrupt members of Congress to pass anything they want in regards to labor laws, health care, student loans, etc.
