Why is a hissing sound sometimes produced when women urinate and also why is the sound sometimes not produced?

It is most likely due to the amount of pressure when a woman urinates. The more force the more sound that it produces. If you will notice, you probably don't hear that sound when you don't have to urinate that bad, and you will probably hear it when you have really needed to go to the restroom.
