If a TV has not been programmed to turn what can make it turn on by itself?

no -------------------------- Yes it does happen sometimes, especially Sonys. It may be a simple glitch in the power supply, or rarely - Some infared light (we cant see it) happens to trigger the remote control sensor. Its spooky, but it does happen.
