How can you tell where 1923 silver dollar coin was circulated?

You can't tell where ANY coin was circulated because there's no way to track where it was spent and how it travelled during its existence.

You can, however, tell where a coin was minted by looking for the mint mark. On a Peace dollar it's near the Word ONE:

No mint mark = Philadelphia
D = Denver
S = San Francisco
