The Moon rotates very slowly (27.3 days), the same time that it takes to circle the Earth. This means that any colony will be in darkness for about half a month at a time. This means that solar panels will only be useful about 13 days at a time, and that the Moon will only provide protection from the Sun 13 days at a time. So you need to make or store energy to cover 13 days of darkness, and deal with the heat and radiation of the Sun 13 days at a time.

One of the neat things is that if you put your colony on the Earth-facing side of the Moon (one side faces Earth all the time), it is just remotely possible we could beam energy to the colony from Earth.

Or, the power for the colony could be supplemented by an orbiting satellite that beams power back to the surface. If you established one at sufficient distance, it would always be in sunlight. There are also two orbital positions, LaGrange points L4 and L5, where a satellite would seem to remain at the same place as seen from the Moon.
