How did Robespierre create the reign of terror?

Maximilien Robespierre played a central role in the Reign of Terror during the French Revolution by advocating for revolutionary zeal and the need to eliminate perceived enemies of the state. As a leader of the Committee of Public Safety, he pushed for stringent measures to protect the revolution, which included mass executions of those considered counter-revolutionaries.
