Who instituted Don't Ask Don't Tell?

The don't ask don't tell policy put simply is a policy that prevents open gays from serving in the military. While on tour and a fellow soldier asks if you are gay then they will get a dishonorable discharge. However if you answer yes you will get dishonorably discharged and there is nothing you can do about it.
