Do polls reflect the public opinion or do they shape it?

Carefully designed polls which use scientifically designed sampling give a reasonably accurate reflection of public opinion at the time the poll was taken. Other polls such as the ones sent out by political parties use loaded questions and sent out mostly to known supporters of the party, tell very little about public opinion.
