Which country did roosevelt want to impress when he sent the Great White Fleet around the world in the early 1900's?

Japan was the country they most wanted to impress. Japan had had an easy time destroying the Russian fleet in the Sino-Russian War and the US wanted to show it had a naval presence in the Pacific.
