There are no Western countries that allow full biological sibling marriage. Sweden is the only country in Europe that allows half siblings (sharing only one biological parent) to marry and only after receiving counseling. They are not allowed to have children.
Sibling marriage was practiced in Roman-Egypt and some Africa tribal societies. It has also been practiced throughout history in isolated societies and in certain cases, only available to the upper class.
Consensual incest is not illegal in several countries but siblings cannot marry.
