Why isn't there a United Nations Moon Base?

Because currently they don't have the technology/resources to make one. The would need oxygen that the moon wouldn't provide, heat/sunlight that I'm not sure if the moon would provide, food and water that the moon doesn't provide, you can see where I'm going. We just aren't ready.
