Does it matter whose name is first on the car sales contract?

For a new car, yes it will matter, as that is the order that the names will appear on the new car registration that is submitted to the motor vehicle department.

For a used car, it shouldn't matter too much as there is already an existing title & registration that has to be taken into the MVD by the new buyer.
