Why does a cat run with difficulty on a highly polished floor?

Because of the lack of traction. A highly polished floor is very very smooth, so it provides little to no friction that would help a cat when it runs or turns corners at high speeds. A cat's paw cannot grip the floor surface, which is why a cat will skid or slide when moving quickly.
