What is a hold harmless agreement by a towing company in Oregon mean?

These contracts are typically used when a vehicle has been in an accident or off the road. This protects the towing company from having to pay for damages to the vehicle.

If a vehicle is in a ditch covered in mud, it is not possible for the tow driver to do a complete examination of the vehicle for damages, thus the hold harmless. Many people put damages claims into towing agencies. Most are found to be fraudulent.

In Washington, any damage resulting from the towing or recovering a vehicle that has been involved in an accident, is "a continuation of the original accident"

These contracts can be used on a number of things, such as, towing a non-typical vehicle. Other uses may include the "This shouldn't be towed with a tow truck like mine, you need a different one, but you don't want to wait, so, here, sign this, and I'll tow your car."
