If it's a teen or child watching Discovery Channel or Animal Planet, it can increase learning rate by 10% or more. But if that child is watching something like Cartoon Network it might lower learning rate by 42% or more. If it's an adult, television might not affect human intelligence as much as it does to teens or children.
