What does without equality there can be no democracy mean?

It basically means that in a state if all people are not accepted for who they are regardless of age, gender, race, class or any other form of prejudice and are treated equally in a similar way to all others, then there cannot be freedom in the country. In order to have a just and free government or power authority, everyone must be accepted as being equal.
