What Pokemon can learn fly surf and dive?

Garados. i know it sounds wierd for him to lern fly but he 100% can

No he can't, never has been. Only Lugia can learn fly and dive, as far as I can tell, and He probably isn't a top choice HM slave, but if ya got an extra one lying around...
