In 1767, when America is still part of the British Empire, Charles Townshends (Prime Minister of British) introduced a series of acts, named the Townshend's Acts. At the same time, he also sets up The Board of Customs Commissioners, made up of customs officers and agents, to make sure all the acts are carried out and taxes are collected properly. These actions are some of the main reasons the U.S. declared independence.
