You are doing a brake job on a 2001 kia optima the left drum popped off no problem but the right drum will not budge the drum turns freely so its not the shoes binding you sprayed WD40 around the lugs?
Get a large hammer and hit it a few times really hard on the flat surface between the wheel studs in a few spots. It's probably corroded to the hub surface.
