What is Truman's problem with the Congress?

He was stuck with a do nothing Republican Congress that fought every initiative he proposed. The 1948 election gave made a big difference with a net gain of 75 seats for the Democratic Congress. It also ousted 8 incumbent Republican Senators and picked up one open seat.
