The majority of newspapers, The Hindu among them, are always interested in news tips and suggestions for articles, but they already have a staff of writers and editors who do the actual reporting. It would be rare for most newspapers to ask a non-employee to write an article, although they might allow you to write an opinion piece. (Sometime, newspapers use their online edition to give readers a chance to voice their opinions-- if The Hindu has a blog, for example, you might be able to post your article there.)
But in general, few professional newspapers seek out articles from people who don't work at that newspaper. If you have an idea for a story, by all means go to the newspaper's website and contact the editors. They might find your idea of interest and send reporters to investigate the topic further. As of mid-2013, the managing editor of The Hindu was Malini Parthasarathy, so perhaps her office can advise you as to the best way to submit ideas and suggestions, or perhaps even get a job at the newspaper.
