The stone is absorbed by the heat at a much greater rate than the air, making your skin feel cold, thus the stone feels cold to touch.
Marbles are nothing but the natural rocks with high content of Iron ore and they seem to absorb and radiate heat easily. This property can be compared to that of a black body in Physical terms. The heat convection in these rocks are too high making them easily freezing low temperatures value in winters. That's the main reason why marble flooring feels cold to touch.
(added) This is the same reason that bakers often use marble slabs in their kitchens - the cooler temperature of the stone tends to produce flakier pastry.
(added) The main problem of marble flooring is that when they cannot maintain the temperture and just go on with the external temperature and i think this is the mian draw back of this flooring.
