Is Shells restaurant in New Smyrna Beach still open?

No, I am afraid not. Apparently it was a chain (much to my amazement) and they all shut down. Now there is some restaurant called "Flip Flops". We checked out a menu and saw the jaw dropping prices that average $17 to $20 a plate. We decided not try it out.

To add to the above answer: Shell's was replaced by "Flip Flops" which is owned by DANNY VELTRI. Danny was the winning chef on the TV show "Hells Kitchen". The food is Excellent and they have a very comfortable up-scale bar. I've enjoyed the local live music and the atmosphere is laid back.
