What voltage should I have at the coil with key on and with cranking the engine I have 12.5 with key on and 10.4 with cranking the engine. 70 VW Beetle with no spark.?

Those numbers are okay. Check the condition and gap at the points, clean and regap (.016"-.020") if necessary replace them.
