The concept of Compromise worked OK before the Mexican War, when the 'West' just meant the territories acquired from France in the Louisiana Purchase of 1803.

After the Mexican war, the concept of Compromise did not work. The vast new territories acquired from Mexico could not be accommodated according to this kind of ruling.
