Schools could lower many problems in their system if they would get back to proper teaching; get students into uniforms and have strict rules such as 'three strikes and you are out the door' and this is how some schools in the past operated. Yes, school bullies should be punished by law enforcement if they have caused the victim to have a breakdown or that victim has taken their own life because of the constant bullying and it shouldn't matter if the bully is a minor not. It is time for parents of bullies to do something with their children and schools should kick the bullies out of the school.
