What is the difference between a consulate and a diplomat?

The difference derives from Vienna Conventions on Diplomatic and Consular Relations. Diplomats represent and negotiateon behalf of their countries, besides doing functions performed both by diplomats and consuls i.e. building mutual relations, reporting about host countries and issuing visa etc Consuls do not represent or negotiate for their countries.
