What practices or elements of the program 'Reduce Reuse Recycle' are supporting hydroelectric energy?

Recycling consumes energy and could therefor be considered as supporting hydroelectric. On the other hand manufacturing the same goods is more energy consumptive. Take aluminum for example. Re-smelting the cans and recreating them consumes power but refining aluminum from bauxite takes a lot more.
