Who pays import duty on FOB?

Import duty on a Free on Board (FOB) basis is typically paid by the buyer or importer of the goods once they arrive at the destination port. The seller's responsibility ends when the goods are loaded onto the vessel, thus transferring the obligation for duties and taxes to the buyer.
