How did articles of confederation prevent congress from removing British troops?

The Articles of Confederation established a weak central government with limited powers, which made it difficult for Congress to act effectively. Congress lacked the authority to levy taxes or regulate commerce, meaning it could not raise funds to support a military force or negotiate effectively with Britain. Consequently, without a means to compel states to contribute resources or troops, Congress was unable to remove British troops stationed in the western territories after the Revolutionary War.
