The problem is in the on/off/delay switch. Its very common for this to happen. If you are mechanically minded, you can fix it your self. Usually where the switch rotates and makes contact to work the delay either gets dusty and no contact is made or the plastic body breaks off inside and the inner part just rotates with the outer part and the contact is never lost, so they stay on all the time. If this is an older car, just run a toggle switch to the dash from the wire that feeds the windshield motor. This will give you on or off options, no delay. If not mechanically capable, take it to a garage and they should be able to fix it.
