What does it mean when you see an owl on your flagpole?

A hostile presence is looking you over. As owls have exceptional eye-sight and hearing it mean that you are being spied on or (at worse) there is a build up on military forces along your border in preparation of invasion. The fact that the owl is on your flag pole indicates that it is a national worry.
