Who is buffo in the book milkweed?

Buffo is a Flop, which are Jewish soldiers/ policemen. But since he is a Jew he is not allowed to have a weapon. Buffo's favorite way to waste time is to kill Jewish children by stuffing their faces into the depths of his fat belly, suffocating them.
