Does a republic or democracy seem to be more workable for a growing or expanding empire?

A republic is a nation where people elect officials to make laws and decisions on policy for them. A democracy is one where every voter in the nation must vote to make the laws and decisions. A republic is much more workable in a large society where every citizen voting on every issue would mean no one would be able to maintain a job due to lack of time caused by voting requirements.
