Who founded Angel Island?

Angel Island was not "founded" in the traditional sense like a city or company; rather, it has a long history of use by various groups. It was initially inhabited by the Coast Miwok Native Americans before being used by Spanish explorers in the 18th century. The U.S. government took control of the island in the mid-19th century, establishing it as a military installation and later as an Immigration station.
