Yes. It has elections in which all citizens of voting age can vote, and they elect public representatives into local and national structures.

It also has an Emperor, but he now has no legislative powers. He is mostly a figure head, like the Queen of England. The Japanese have a prime minister, and two houses in their legislative body.
